Fringed Polygala
Polygala paucifolia
The books I consulted list this plant as scarce. I spotted this one (and a few others) along the trail to Abrams Falls in the Smokies, blooming in mid April. The 2 'wings' are sepals, the petals are rolled up with a fringe at the top.
